TRANSPARENCY AND ACCOUNTABILITY OF FUNDS & DONATIONS



RECOMMENDATIONS FOR ILIGAN LGU
1. Issue and order proclaiming immediate cessation of all mining, quarrying and logging operations in Iligan City
2. Inventory of permits of all mining and quarrying operations issued by Iligan, including business permits issued to sawmills in Iligan;
3. Provide immediate access and copy of said permits and all documents relative thereto;
4. Provide ICDRC of copy of the most recent and updated Geo-hazard map received from DENR;
5. Immediately address the sanitation problems in the evacuation centers specifically the clogging of septic tanks
6. Immediate access to donations for flood victims by freeing the Cash Donations from the bureaucratic red tape;
1. Possibly by opening a joint account represented by the Church, NGO, and Ms Maybituin. The fund shall be audited by PICPA-Iligan
2. Immediately establish transparency on the donations received, including all its cash flow, disbursement and expenses, including that of the calamity fund, and all its expenses and disbursements;
3. Transparency in the negotiation and all deals and agreements relative to acquisition of lots for relocation of calamity victims which includes but not limited to
4. Initiate partnership with competent agencies and group for immediately disposition of the hazardous logs still floating
5. Identify hazardous areas in accordance with the Geo-hazard map and immediately relocate the settlers
6. Initiate a process to formulate and implement a climate change action plan and direct all barangays to formulate and implement their own barangay climate change action plan;
7. Comply fully with the mandate and requirements of RA 10121, and immediately start the process of empowering the Local Disaster Risk Reduction Management Council, including the Barangay Disaster Risk Reduction

o We immediately formed and constituted our disaster response team, immediately called a meeting, made different committee, and made into action;
o All of us caught flat-footed, even entire nation was shock of this magnitude

FRED SIA
o CAMP coordinating & camp management

i. Dec 23 started – with a meeting

ii. With the help of CSWD, who came to augment with us and provide what is necessary

iii. Last day & Saturday, we went around with the international agencies

iv. Assess the different evacuation camps, recommendations, and actions taken; we were able to respond

v. Nakita nato ang sanitation – usa jud na ka problema nato

vi. We cannot solve the problem, but with the help of diff. agencies and NGOs, we were able to cope up

vii. Preparations were being done today: to transfer the Luinab evacuation camps to Luinab & Bahayan



ATTY CENAS – log clearing
o First thing, coordinate with DENR; primary responsibility still with the DENR; dao-92-30: the LGU can only coordinate with DENR;
o Had to coordinate with Lucman; DENR is the only agency who can issue a confiscation ; logs were turned over to DSWD, until now;
o To clear the logs at the seashore
o Coordinated with city engr office, phil army, denr, dswed for the clearing
o Most of them concentrated at Saray area; clear it; cut it at desired lengths; deposited at Acmac area;
o The operator of the backhoe did not report Saturday, Sunday, and this morning;
o Either we replace the DPWH or the backhoe operator
o There are other logs found in Santiago and Bayug, even in Kanaway
o Concentrating clearing at the pier area
o We will continue hauling & clearing with the return of the operator of the backhoe & dump trucks for hauling
1. ENGR CRISTINE ORBE – water
o Water situation of Iligan City
o We lost our major water sources at Hinaplanon
o Start of 1st weeks: delivered water with help of NGOs,
o Davao laurees, and in Cebu –
o Trucks not able to serve 10 brgys, which needs 15 loads per day;
o 4 trucks only – able to deliver
o Established additional bladder tanks for 10 places
o Installation of 11 shallow wells in strategic places
o Talked with international orgs to help filtration
o LWUA from manila is now helping us in filtration
o Disinfected with granulated chlorine
o We have to use chlorine dioxide – less odourless
o Started with clean-up of 3 production wells, to be finished in 15 days; we will be able to know if these wells will still be good to use
o La Farge is helping us in rehabilitation, at least 15% of production
o As of today, that’s the latest of our office
1. ENGR TATA KHU – clearing
o 3 tasks: roads to be accessible for relief goods, and retrieval of cadavers; rehabilitation of temporary for victims
o 6 dump trucks, 2 payloaders, 2 unit road rollers; 2 backhoes
o Bacolod – 1 grader, 1 backhoe
o Caterpillar Philippines – sent backhoe, we were able to penetrate Bayug Island for retrieval; otherwise, we won’t have capacity to penetrate that kind of debris;
o Orchids Area – almost finished, with the help Of DPWH & other provinces who sent additional equipment: Cebu – backhoe with Hitachi AH-60, boom trucks – courtesy of Gov Guen Garcia; water tank lauree;
o Mormons – gave mini-dumptruck; 1 unit chain saw
o Municipality of Kapatagan – sent dump trucks
o La Fargee –
o Zamboanga also gave – dumptrucks
o At this moment – still clearing Hinaplanon gymnasium where the evacuees will be evacuated
1. AGNES MAINGAT – relief operations
o Odd person out
o Need reinforcements from volunteers and help
o Relief distribution: - divided into receiving of donations & distribution is handled by
o Mechanisms not in place
o Warehouses – problem encountered where to put the donations (Senior Citizens building)
o Distribution unit – Alice Malacas,
o Handle specific requests of victims; bridge to particular committees;
o Other requests, reports of cadavers, so I refer them to specific committees
1. DR. LIBBY VILLARIN –
o Attended our meeting last Saturday, Jan 6, at Inahan sa Kinabuhi Seminary
o I called all the city employees on Dec. 17 to be able to coordinate what has to be done
o The Iligan Medical Society – called to coordinate what can be done
o Leptospirosis will be a coming problem
o Coordinated with NBI, on the next day, and coordinated with different funeral homes in Iligan;
o Iligan Medical Society – was already asking for medicines for leptospirosis, tetanus,
o Created medical tables at all evacuation centers
o All deads, missings
o Dec 19, many calls from various medical association, to coordinate
o 9 have already died of leptospirosis
o With all the medicines coming in, we all give them to the City Hospital and all the evacuation centers
o Coordination is very important



RAY ROQUE – rehabilitation & relocation
o After Sendong, the mayor created task force rehabilitation
o 30 barangays affected
o 5,237 totally damaged
o Partially damaged 14,000
o Rehabilitation and resettlement plan: - DSWD & CSWD are validating of the affected families & screening of applicants for resettlement
o 15.9 hectare lot in Sta. Elena site – NSC owned property, to be acquired by the City thru dacion en pago
o Mandulog 3 hectare lot – where the JV
o Bonbonon – 1.7 hectare
o Luinab: - 2 hectare (bishop galido)
o Dalipuga – 4 hectare (subject of daccion en pago), owned by RCP
o Other suitable sites for sale – safe for habitation & occupancy
o NHA, CMO-HRO, CEO (DPWH) are coordinating with the development of Sta. Elena site
o Construction of core shelters – DSWD, CSWD, CEO, GK, HABITAT, DIOCESE OF ILIGAN – Feb-June 2012

vi. We have to come to this point; duna tay distrust sa usag-usa, magbangi ta sa partido, but NOT this time; let’s work together as one people of Iligan; blessing in disguise, kay gibubuan ta sa tabang; ma-turn-off ko usahay kay napuno na mi sa relief goods; ang mga relief kay nanubra gihimo na lang tumbanan, didto sa evacuation center, gipanglabay na lang;

vii. Dili nato sila palinyahon sa evacuation center kay maka-downgrade sa ilaha; dili sila makililimos, survivors ni sila

viii. Ang military nakatabang sa crowd control

ix. Working with psycho-social intervention; working with relief gikan sa mga dioceses

x. Accepted the Knight of Malta – kay holistic man ang ilang pagtabang, dili lang ang paghatag og balay; kay human paghatag og balay, asa man ang ilang rehabilitation, livelihood, education, and formation;

xi. Unang midugok ang katawhan didto sa simbahan sa San Lorenzo Ruiz;

xii. Magbangi ang individual good with the common good, and the delivery of services alang sa mga survivors ug mga nanginahanglan; with that, we should join hands.



CONG. VARF BELMONTE
o Two reasons: - i was not invited by the group, but the mayor invited me; in the composition of NDRMC, our office is not included
o Sana, hindi magka-overlap ang trabaho, NGO is only a part of the council;
o Sana, dili masagol diri ang politika
o VISION:

i. Sana imbitahin nyo ang DPWH dahil sila ang incharge ng
o In the RECOMMENDATIONs, re: immediate cessation of quarrying because we need sand and gravel in our building & construction; and also we need dredging of silted rivers;
o We coordinate with ARMM governor Hataman who immediately ordered immediate cessation of all logging operations

MAYOR’S RESPONSE:
o Issue & order immediate cessation of all mining, quarrying, and logging operations in Iligan City

i. Have referred the matter to the MGB & city mining regulatory committee, and city legal office; I cannot as of yet make the order, because they have to go into a legal process

ii. Logging operations – there is NO logging permit in the City, I have not issued a logging permit in Iligan City
o Inventory of permits of all mining & quarrying operations issued by Iligan, including business permits issued to sawmills in Iligan

i. We are going to furnish this body after we have made the inventory
o Provide immediate access and copy of said permits and all documents relative thereto

i. Your map does not really give us a guide, they’re just colours, not enough to guide us; practically I returned their copies because it cannot guide us

ii. Requested for geo-hazard maps thru Reantagos

iii. Issued Executive Order No. 2 –
o Immediately address the sanitation problems in the evacuation centers specifically the clogging of septic tanks, and the brewing outbreak of diseases

i. Have instructed Laddy Lluch to attend to it

ii. In Bonbonon –
o Immediate access to donations for flood victims by freeing the Cash Donations from the bureaucratic red tape

i. Have consulted with the auditor regarding a possibility, to respond to immediate needs, who has a different view
o Possibly by opening a joint account represented by the Church, NGO and Ms Maybituin. The fund shall be audited by PICPA-Iligan

i. Maybe further meeting with the auditor, to find a way without breaking the law
o Immediately establish transparency on the donations received, including all its cash flow, disbursement and expenses, including that of the calamity fund, and all its expenses and disbursements

i. Not from the donations

ii. Have already submitted to the SP, set to act on it today, but deferred because a representative from Erap came, so to be done tomorrow

iii. From time to time, will make a report, to avoid suspicions

iv. The comments are actually false, nag-iya-iya nag abri ang mga bank accounts, etc. – dili ni tinuod,

v. All donations have been issued official receipts;

vi. Two mayors who are close friends who intimated to give it to me, but told them to deposit it to the city government, and have them receipted by the City Treasurer’s Office

vii. The giving of P100.00 – came from my discretionary funds; pila lang to ka tawo sa evacuation centers; dili tinuod nga gipa-sign ko sila og blank forms; bisan pag-gipa sign nako sila og blank forms, that is my discretionary funds;

viii. Now is NOT the time to make a politically loaded statements; politico ta, apan dili ni mao ang panahon nga gamiton ang atong pagpamulitika;

ix. I’ll be giving a weekly report; on how the donations will be used;

x. We will be in consultation with, re Bishop Galido, et al
o Transparency in the negotiation and all deals and agreements relative to acquisition of lots for relocation of calamity victims which includes but not limited to the negotiation for NSC lot at Sta Elena as relocation site

i. We went to different areas, and NSC lot was immediately identified; so we made some communications; and since

ii. There is no agreement yet as to the price of the lot; these will still be subjected to the appraisal committee;

iii. If the amount identified by the appraisal committee – I shall exercise our right of expropriation; even if the lot owner will not agree; certain percentage shall be paid

iv. January 25 – target date to construction

v. We shall be transparent

vi. Sta Elena is not only our relocation site; we are open to other sites which are not so expensive; one hectare of land can only accommodate:

vii. Need 5,000 lots; but, need more than double of the needed lots

viii. Present the need for more areas which Congress can help
o Initiate partnership with competent agencies and group for immediate disposition of the hazardous logs still floating in the coastal areas of Iligan

i. 30% yet have been cleared;

ii. Made partnership with EcoWeb – who have made their own sources

iii. Col Perdigon have helped a lot

iv. DPWH – have helped us in digging more dead victims
o Identify hazardous areas in accordance with the geo-hazard map and immediately relocate the settlers and residents therein

i. Have requested MGB to identify what are danger zones, and where are safe for habitation

ii. We should have moratorium on building; in reality there are those who have started rebuilding in the temporary areas which are hazardous; we are considering; its a matter of living in a place which are temporary; they have made a commitment that when permanent areas are ready, they will demolish their temporary shelters

iii. Laddy Lluch and their team have made an action plan; we are planning to call a summit on climate change; even invite the barangays, so that they can also have their own climate change summit
o Comply fully with the mandate and requirements of RA 10121, and immediately start the process of empowering the Local Disaster Risk Reduction Management Council, including the Barangay Disaster Risk Reduction Management Council, including community and sectoral awareness on disaster preparedness including the preparation of early warning systems

i. Have called SP to approve the 70% of the calamity fund to be used for rehabilitation

ATTY ZARAGOZA – gusto nakong masayran sa City gov’t nga suko kaayo mi kay hinay kaayo ang action kay mila-mila ang action sa ICWS, hangtud karon kay wala kami’y tubig; pila ka bulan nga ayuhon ang Hinaplanon; Engr Bado, mahuman dayon sulod sa 2 ka semana; pwede ba’ng dunay radio program 1 hour sa buntag, 1 hour sa hapon aron masulti sa programa ang mga announcements, sama sa DSWD nga nag-issue og mga ID; sige mig meeting sa Luinab, ang maestra gusto na magklase, ang barangay walay kwarta; 23 na kaadlaw, P4 milyon ra ang nagasto sa Syudad; hatagan og radio ang matag evacuation centers, diin sila maminaw sa mga announcement, aron ma-decongest ang evacuation centers;
o I understand your concern
o Open kaayo ta sa daghang concerns; wala ni gipaabot sa ako ni Freddie Siao, wala gipaabot ni Atty Zaragoza; kung gipaabot lang sa ako, mahimo dayon nato ni; WALA JUY NAGPAHIBALO NAKO ani; dugay ko mouli; ug sayo ko motungha sa opisina
o Radio program – we will consider that; we will negotiate with the radio station; karong January, wala pa kita mag-renew og any
o Usa ka difficulties: - asked the help of Engr Simeon Clerigo, ask the puroks to identify who are the true victims, daghan ang nagsakay sa panahon; ang validation importante kaayo; sa mga balay-balay na, basin ang makakuha og balay, kadtong naa nay balay
o 2 weeks period nga gisulti ni Engr Bado, dili tinuod; cleaning of well; according to LWUA experts says that it will take 2 months period; we are now undergoing the 2 wells with La Farge; measure the capacity of the wells; undergo the measurement of the 3 wells, pertaining the to pumps installed;
o Architect Gil Balondo – makapapaspas ta sa procurement



Atty Dalisay – the prevailing defacing at the Facebook account should be STOPPED; when all these comments are not true; can we not reach out to these people; please stop to these vilification campaign; let us campaign for sanity; we are in the midst calamity; we should act as one; it should be one of the recommendations;

o RUIZ - Wala pa kitay kalabayan o site at the moment; kitang tanan ang dunay hinungdan aning tanan, labay diri, sunog didto; kaming tanan dunay gihimo;



FR NAZER ZARAGOZA – ngadto kang Councilor Dalisay, we have to start anew; kadtong nasulat sa Facebook, I could understand them; what we are after of is how to answer the needs of our brothers and sisters; all of our comments will be prayerful, and for maayong Iliganon;



DR. MARQUEZ – let’s work hand-in-hand; wala tay bangi ana; if we feel we are accountable we should be transparent; in order to have a vibrant community, we have the third media, like the radio, the facebook, other social media; we should be thankful that we are receiving feedbacks from various sectors; even the businesses are asking clients for feedbacks because these are free information;



DR. SAGUE – the city health office a 50,000 pesos annual budget for anti-psychotic drugs; the last vial was used by a patient; sana makakuha pa tayo medicine; how can the patient avail of the said budget/medicine;
o Mayor – we have to attend to that re the budget for the mentally imbalanced; Dr Ruiz will attend to that
o We made a request of P2million pesos from PCSCO; sila na ang bahala
o Sanitarium nagdala na jud og billing; kung i-approve sa SP, atong kuhaon c/o sa PCSO;



DR. CLAIRE AGUIRRE – disaster preparedness of the City, did you not prepare for a disaster preparedness, considering the name “iliga” meaning that ; it took your office a week to ; it took you to release as of Jan 5 only P5million,
o We did not create the DRRMMO only now, we meet regularly
o There was no flood in all my years, matanda na ako, but only now
o Lots of materials donations are coming in, so unsaon man ni nga kwarta; atong i-reserve ang atong kwarta kay naa may daghang gakasulod nga kwarta og mga donasyon para pagtubag sa ilang mga panginahanglan; so we are looking for permanent solutions, like for houses; i’d rather be criticized for not releasing the budget for immediate needs, but that I rather go for permanent solutions, which we shall spend this funds, in consultation with Bishop Galido, Atty Salibay, Atty Quimco; that’s the reason;
o Naay mga food nga gihatag kanato: from Red Cross, ECCD cititzens’ center;
o Am keeping cool despite the immediate situations: sige tag gibatikos, asa na ang kwarta, karon nga anaa na gisulti nga duna pay P300milyon, mangutana na sad kung ngano nga gamay ra ang nagasto;
o There were so many sceptics, misulti nga ayaw nag anha diha kay daghan dha; ikaw ang mayor, unya ikaw na nuon ang moadto; miingon nga ayaw, moadto ko ana kay nagtuo ko nga daghan pang mga maayong tawo diha; naulaw ko nga si Bishop Galido pa ang miadto sa akong opisina, nga siya pay nag-offer sa relocation
o Undangon ta sa ning finger-pointing; atong pangutan-on karon, unsay atong angay nga buhaton; mag-anad tag dungan og trabaho karon;



ATTY BETSY ZALSOS – in times like this we should receive also criticisms; one concern is the debriefing of mental trauma of survivors; we have reports of suicides, people breaking down; unless this is address, we will be known as syudad nga daghang buang;



ATTY ZARAGOZA – motion if the mayor would agree, that we work hand-in-hand;

o Both parties work together in rehabilitation of the whole city
