Adiong calls postponement of ARMM polls as ‘most practical’

MARAWI CITY, Lanao del Sur, Feb. 09 (PIA) --- The Autonomous Region in Muslim Mindanao (ARMM) government headed by acting regional governor Ansaruddin Alonto-Adiong backs the postponement of the 2011 ARMM elections saying it is the most practical alternative that the national government can adopt.
In a statement, the autonomous regional government has proposed for the postponement to let the new administration solve conflict-related issues in the region.
It called for the postponement of the regional polls to a later date when issues related to the history of election violence and failures and on the ongoing peace process between the GRP and MILF as well as the GRP, OIC and MNLF Tripartite Review of the 1996 Final Peace Agreement are fully resolved.
The regional government believes that another election this year would only complicate unsolved social issues such as the absence yet of a negotiated political settlement and the worsening conduct of polls.
Further, elections have transformed the region into a violent arena dragging families and clans into feuds that goes on for countless years.
During the May 2010 national and local elections, eight towns in Lanao del Sur and two in Basilan declared failures of election. Four months later, in what many believe is election-related, a former mayor of Tugaya, Lanao del Sur was killed in an ambush. On November 20, 2010, the vice-mayor of Barira, Maguindanao was gunned down in Davao City . His death is also widely believed as connected to the recently conducted SK and barangay polls.
The provincial government cited it is not surprising that special elections always have to be called for by the COMELEC. In June 23, 2010 seven municipalities in Lanao del Sur have to undergo special elections. Even the recent October 25, 2010 Barangay and SK Elections have not been spared either. A total of 178 barangays have to conduct special elections. Strikingly observable is the perennial low turn-out of voters that is attributable to election fatigue and the massive vote-buying.
The ARMM government also proposed the extension of the term of the incumbent ARMM elected officials citing it as the logical and publicly acceptable means of preserving the integrity of regional autonomy.
Earlier, presidential spokesperson Edwin Lacierda said the postponement of the ARMM elections will be one of the 17 priority bills President Benigno Aquino III will present to lawmakers at the end this month.
He said the Aquino administration wants to prevent the abuses that happened in the past ARMM elections.
Under the bill, the next ARMM regular elections shall be held on the second Monday of May 2013.
The elected regional governor, vice governor and members of the regional legislative assembly will have a three-year term of office.
The bill also states that the incumbent officials of the ARMM shall hold office only until September 30, 2011.
The President will also appoint officers-in-charge who will be in post until the next officials are elected. However, the appointed officials shall be ineligible to run in the next regular elections.

Poll watchdog opposes postponement of ARMM election

MARAWI CITY, Lanao del Sur, Feb. 10 (PIA) -- An electoral watchdog based in Lanao del Sur denounced the postponement of the August 2011 Autonomous Region in Muslim Mindanao (ARMM) elections without the consent of stakeholders saying it undermines the democracy of the Bangsamoro people.
In a statement given to Philippine Information Agency, Healing Democracy said such election is already fixed by Republic Act 9054 and can be ratified through a plebiscite by residents of the ARMM.
ARMM includes the provinces of Lanao del Sur, Maguindanao, Basilan, Sulu, Tawi-Tawi and the Islamic City of Marawi.
“What Congress should be discussing is not how to derail the electoral process but how to ensure clean and credible elections reflecting the will of the Bangsamoro people.”
Healing Democracy is also outraged by the decision of the Commission on Elections to continue using the Precinct-Count Optical Scan (PCOS) machines in the coming ARMM elections, particularly in Lanao del Sur.
“Based on the May 10, 2010 election and the June 3, 2010 special election, the use of PCOS machines has defeated its purpose in protecting the rights of the people and further aggravated it.”
The poll watchdog likewise demand to the Congress and COMELEC to seriously enforce measures in ensuring clean, fair, credible and transparent election while upholding the Bangsamoro people’s right to suffrage.
Delayed election procedures, technical glitches, transmission failures, and incidents of fraud and violence were among problems documented by Healing Democracy.
Their findings were incorporated in its 2010 election monitoring report dubbed as Testing Democracy: The 2010 Automated Election in Lanao del Sur.
Healing Democracy further challenged the poll body to make a total reform on the electoral process in connection with the glitches and weaknesses of the automated electoral system, Smartmatic non-compliance with major contract provisions, ineptitude in administering the elections that result in the chronic failure of elections in Lanao del Sur and some provinces of the country.
“Finally, we also call the people especially our Bangsamoro brethren to be more vigilant this upcoming ARMM election and help deter any attempt to desecrate democracy by way of fraud and violence.”
Healing Democracy is a Maranao grassroots project funded under the Instrument for Democracy and Human Rights (EIDHR) Philippines .

Mindanao peace group condoles with Reyes’ family but says search for truth must continue
DAVAO CITY – InPeace Mindanao has extended its condolences to the family of former Armed Forces of the Philippines Chief of Staff General Angelo Reyes but expressed hope that his death will not end the search for truth with regard claims of corruption in the AFP.
In a statement, InPeace Chair Bishop Felixberto Calang prayed that the search for truth be pursued considering that the investigation among AFP officials is “very critical in the people’s campaign against corruption.”
“It is sad that Gen. Reyes chose this end, apparently burdened by being placed in the scrutiny of a Congressional probe on the AFP's corruption stemming from his term as Chief of Staff,” Calang said.
“Reyes could have redeemed his already damaged reputation by unveiling the truth and pinpointing the chief principal of corruption, but rather chose to bring with him the dirty secrets during his term,” he added.
Even without Reyes, Calang hoped that the investigation conducted by Congress will lead to the indictment of higher authorities involved in the alleged web of corruption.
“The exposes in the House probe proves the claims of junior military officers who have sent testimonies of corruption and AFP-commanded state terrorism to the citizen-led Mindanao Truth Commission in 2003-2004,” Calang said.
Reyes is accused of amassing millions of pesos while holding the top AFP post. He died of a gunshot wound at his mother's grave in Marikina City Tuesday morning in an apparent case of suicide. (PNA/PIA9-BST)
Task force recommends charges against fireworks stockyard owners
ZAMBOANGA CITY -- The fact-finding group, Task Force Pacific, has recommended the filing of criminal, civil and administrative charges against the owners of the Pacific Fireworks and Pacific Hardware Enterprises' stockyard that went up in smoke following an explosion last January 28 in this city.
The recommendation of the task force, headed by Zamboanga City Fire District director Supt. Jaime Ramirez, is contained in its 16-page investigation report submitted Monday to Mayor Celso Lobregat.
The Task Force Pacific was created through Executive Order No. CL-384-2011 to investigate the cause of the January 28 incident at the compound of the Pacific Hardware Enterprises in Barangay Camino Nuevo this city.
At least 33 persons were injured when an estimated 60,000 pounds of firecrackers and other pyrotechnic materials went up in smoke following an explosion in the afternoon of January 28.
The incident also razed to the ground 16 houses aside from the destruction in nearby establishments including a hospital.
Lobregat said the task force has established the culpability of the owners for negligence in disregard to the safety of lives and limbs of people working and staying in the stockyard and other properties near the area where the container vans loaded with firecrackers had been stored.
In establishing owner’s culpability, Lobregat said the task force cited Republic Act 7183, which states: “Warehouses for storage of explosive ingredients and finished firecrackers and pyrotechnic devices shall be located, constructed and managed so as to guard against pilferage and accidental explosion of their contents and to prevent injury to person or damage to property in case an explosion may occur.”
The same rule states: “location for manufacturers, the warehouse and the manufacturing complex shall be located in accordance with specifications of Section 9 hereof. For dealers, the warehouse (bodega) shall be located at safe distance away from their stores, establishments and from inhabited buildings.”
Rule 13 of the said statute provides that “licensed dealers are prohibited from keeping their stores or establishments quantities of firecrackers and pyrotechnic devices in excess of a combined total of 25 kilograms. The rest of stock shall be kept in the warehouse (bodega) from which replenishments shall be withdrawn from time to time as the need arises.”
Other violations of Pacific Fireworks represented by Benjamin Chiong due to negligence or imprudence resulting in multiple physical injuries (serious or slight) to persons as provided for under Article 365 of the Revised Penal Code, civil liabilities for damages and administrative sanction on business permit.
The ZC ( Zamboanga City ) Pacific Hardware Enterprises-Zamboanga JA Trading Corporation represented by Frederick Chiong was also found to have violated Sec. 4 of R.A. 7183 for not having license or permit issued by appropriate agencies/offices to sell and distribute firecrackers and other pyrotechnic devices.
The task force said as it also recommended that further investigations be made on how a business enterprise like the Pacific Hardware with no license to deal in firecrackers and pyrotechnic devices was able to procure and transport the same products from Bulacan in this city.
Lobregat said the report will also be forwarded to the Criminal Investigation and Detection Group (CIDG) for the filing of proper charges. (PNA/PIA9-BST)
Sulu Gov Lauds Help of PNP, AFP, US Forces During Jolo Flooding

ISABELA CITY, Basilan – Sulu Governor Sakur Tan expressed his appreciation and deep gratitude to the Special Action Forces of the Philippine National Police, the Armed Forces of the Philippines, including U.S. troops and civilian organizations for their help in saving the people of Jolo during last week’s flooding.
In a radio interview before Radyo ng Bayan, Gov Tan appreciated the efforts and role of government security forces during disasters.
“Hindi lang sa bakbakan, kundi pati sa mga kalamidad, napakalaking tulong ng PNP-SAF, AFP, at mga organisasyon tulad ng ALERT,” Gov Tan said.
He said that that air and sea travels were almost impossible during the flooding due to bad weather. In spite of this, government armed forces and government agencies risked their lives to bring relief goods to the people of Jolo.
Reports said that American troops deployed in the southern Philippines island of Sulu helped rescue hundreds of villagers trapped by flash floods in the coastal town of Jolo .
The town of Jolo was battered with heavy rains and flooding last week that placed at least 6 barangays under 8-feet deep water.
The governor said that Jolo town is a catch-basin of flood waters coming from surrounding municipalities. Highly congested with people and poor drainage system, floods easily get its way to low land areas.
Gov Tan said that he will push for the decongestion of Jolo town by setting up government offices and school buildings outside of Jolo. He said that he will also encourage businessmen to establish businesses already outside of Jolo.
He appealed further to the National Government to instruct the Autonomous Region in Muslim Mindanao (ARMM) authorities to give attention to the Department of Public Works and Highways (DPWH) so that it can help fix the drainage problem of Jolo.
“Mga creeks (in Jolo) ay responsibilidad ng DPWH,” he said, although the local government wanted to help but “di namin kaya mag-isa.”
Acting Regional Governor of ARMM Ansaruddin Adiong ordered Friday the release of P250,000 emergency relief fund for victims of flash floods in Jolo.
Through text messaging from the ground, the BASULTA Information Center and the Regional Office-IX of the Philippine Information Agency (PIA) were able to relay in real time situationer reports to various government agencies concerned for appropriate action.
Government agencies immediately mobilized its forces to provide immediate assistance to the people of Sulu.

New PALCOMNET prexy cites crucial role of accurate information
ISABELA CITY, Basilan – Mostly ignored by most government institutions, government communicators has crucial role in the delivery of timely, relevant, and accurate information.
The newly elected president of the Palawan Communicators’ Network gave prominence to the initiative of the Philippine Information Agency to organize the communication and information officers in Palawan .
In a press statement, PALCOMNET announced that Major Neil Anthony Estrella, who serves as the spokesperson of both the 8th Marine Battalion Landing Team (MBLT-8) and the Western Command (WESCOM), was elected as its president.
Major Estrella believes that a well-informed public is a well-equipped public.
“Knowledge is power. It may already sound a cliché but it still holds true. A well-informed people cannot be easily swayed and deceived by those who only wish to see the government crumble,” the new PALCOMET President stated.
With this in mind, PALCOMNET aims to be at the forefront of generating public awareness of government programs and projects by providing timely and credible information.
“With the government detractors employing spin doctors to twist and use information to serve only their interest, it is important that the public should know what their government is really doing,” Major Estrella said.
The newly elected PALCOMNET officers were formally inducted to their respective positions last February 3 at the Social Hall, WESCOM Headquarters.
“I am very thankful that my fellow information officers deemed me trustworthy of such position and responsibility. It goes without saying that we will do our best to accomplish what we have set to do,” Major Estrella added.
The organization further aims to establish networks among sectors and stakeholders. This is similar to one of the aspects of the military’s new Internal Peace and Security Plan (IPSP), which relies on the whole-of-nation approach. The underlying principle is to get everybody concerned to work together to attain progress.
“We will ensure that the information the public gets are accurate, timely, credible and relevant,” Major Estrella assured.

Civil Society Orgs, Army Join ‘Light Up for Peace in Mindanao ’
ILIGAN CITY --- Civil Society Organizations (CSO) in the two Lanao provinces together with the men and women of the 601st Brigade, Philippine Army and the Philippine National Police gathered in the evening of February 8, and joined the rest of the nation in lighting candles for peace.
The candle lighting event held at the 601st Brigade headquarters in Barangay Maria Cristina, this city, is in response to the call of President Benigno Aquino III to the public to join the ‘Light Up for Peace’ event as part of the run up for the upcoming resumption of peace negotiation with the Moro Islamic Liberation Front (MILF).
Colonel Leo Cresente Ferrer, commanding officer of the 601st Brigade, said their participation to the event showed their commitment to the attainment of just and lasting peace in Mindanao .
He also hopes that everything will turn-out right with the government and the MILF citing that the resumption of the peace talks is an opportunity to put an end to the decades-long Mindanao conflict.
Filled with the spirit of joy and peace, Pakigdait Inc. Director Musa Mohamad Sanguila expressed appreciation to the 601st troopers for giving the CSOs an opportunity to celebrate the event with them.
He said their prayers for the resumption of the peace negotiations have been heard.
Sanguila also stressed that it is better for both the GRP and the MILF to sit down and find ways to achieve comprehensive and lasting peace in Mindanao without the use of arms.
Prior to the candle-lighting ceremony, Pakigdait Inc. and the 601st Brigade in collaboration with the Catholic Agency for Overseas Development (CAFOD) commenced the 3-day Culture of Peace Workshop for Civil Military Officers.
Sanguila said the culture of peace workshop will serve as an eye opener to understand how the different people in Mindanao can better relate with each other.
The workshop which will culminate on Thursday, February 10, aims to foster unity in diversity among the participants through mutual acceptance, to provide an opportunity for the participants to become peace builder and to encourage them to be more responsive and sensitive in dealing with the cross-cultural and varied ethno-religious nature of the community, he added.
Moreover, True to its mandate as protector of peace and the people, the 35thInfantry (MAKAMANDAG) Battalion, 1st Infantry (TABAK) Division, Philippine Army at Camp Allere, Salvador, Lanao del Norte successfully organized and held a candle lighting activity dubbed as ‘Ilaw para sa Kapayapaan’ on February 8, 2011.
Peace advocates coming from the local government units, religious sectors, non-government organizations and the Philippine National Police attended the event at Camp Allere , in the interior town of Salvador , this province.
The lighting of the symbolic candle was lead by Sultan Jhonny Tawantawan of Salvador and Lt. Col. Ferdinand S Razalan, 35IB Commanding Officer.
An inter-faith prayer was then offered by Imam Khalid Sendad, Grand Imam of Salvador and Fr. Aureo Patian, Salvador Parish Priest.
"The candle when lit by people of goodwill serves the good that is in us all, it does not detonate when ignited, rather, it illuminates our surrounding and reposed our uncertainties in the darkness", Lt. Col Razalan said during his speech.
The peace building activity was a simultaneous activity conducted in different regions and in all major army camps all over the country. This is also part of the peace advocacy initiated by the civil society groups and non-government organizations and other government agencies which was approved by the Office of the Presidential Adviser on the Peace Process (OPAPP).
The candle lighting activity’s core program was held at the Quezon City Memorial Circle where a simple ceremony highlighted by an interfaith prayer, ringing of the Peace Bell and flying of wish lanterns took place. Attended by President Benigno Aquino III, this simultaneous event has illustrated the desire and longing of the Filipino people to end the insurgency that the country has been experiencing for several decades.
With the triumphant conduct of the ‘Ilaw para sa Kapayapaan’ here in Lanao del Norte, it clearly manifested that the local government units and constituents of Lanao del Norte are strong allies of 35th IB in its endeavor to maintain the peace and security in the land of beauty and bounty.

More than 90,000 Lanao Norte residents to receive Philhealth cards
To address the health care needs of Lanao del Norte residents, the provincial government is distributing PhilHealth cards to indigent families under the Provincial Health Indigency Program (PHIP) of Governor Khalid Dimaporo.
Spearheading the distribution is PHIP Project Manager Lyndon G. Calica and PHIP Coordinator Felson Gazelle Bacus.
“Distribution of these Philhealth cards will be done by barangay. But enrolled residents can also claim their cards at the PCAO office until May of this year”, Calica announced.
Last 2010, there were about 94,594 residents enrolled in the program. However, 9,596 PhilHealth cards remain unclaimed. Consequently, all enrollees with unclaimed cards were dropped from the program to allow other indigent families to use their slots.
“This year PhilHealth cards can only be claim until May, otherwise it will be terminated”, PHIP Coordinator Felson Gazelle Bacus added.
The provincial government has allocated more than P 48 million for the continued implementation of this vital social program. LAR-PIO/LDN

Dance sports team of Ozamiz showcases fab performance
Kapatagan, Lanao del Norte, Feb. 9—Dance sports competition was one of the major events in the just concluded Northern Mindanao Regional Athletic Association (NMRAA) or the Palarong Pampook in region 10.
Thirteen divisions vying the title for best in dance sports competition performed at the Mindanao Civic Center , Tubod, Lanao del Norte, 7:00 o’clock in the evening on Feb. 3.
Spectators were amazed on the performance of each dance presentors. Much to the amusement of everyone, when dancers from the Ozamiz City Athletic Association (OCAA) ostensibly showcased their fabulous performance in the dance floor which made everyone hold their breath during the showdown of talents.
It was a very tough competition for the contestants, but still, OCAA ruled the dance floor.

2011 Civil Registration Month celebration launched
ILIGAN CITY, Lanao del Norte, Feb. 09 -- The celebration of the 2011 Civil Registration Month was launched in the flag raising program at city hall last Monday, Feb. 7 on the occasion of the 80th anniversary of the Civil Registry Law of the country.
The occasion was marked led by City Civil Registrar’s Office headed by Asuncion Avenido.
Avenido said the primary aim of the celebration is to instill to the public the importance of the registration of three important aspects in a man’s life – birth, marriage and death.
Activities of the celebration include a motorcade by the CCRO in the city, information dissemination on the need for civil registration through radio, mass wedding, free issuance of civil registry certifications, recognition for the Most Outstanding Barangay Secretary as Civil Registry Agent and others.
The theme of this year’s celebration of Civil Registration Month is Quality Civil Registration in Support for National Development Goals. (CIO)
Iligan Dad creates committees for 2011 Grand Triple Day celebration
ILIGAN CITY, Lanao del Norte -- Mayor Lawrence Ll. Cruz issued two executive orders creating committees for the 2011 Grand Triple Day Celebration and 2011 Diyandi Festival in Iligan City.
The triple day celebrations include National Flag Day on May 28, the 113th celebration of Philippine Independence Day on July 12 and the 61st celebration of Adlaw sa Iligan on June 16.
The Diyandi will be the tourism month celebration that will coincide with the annual celebration of the Feast of Señor San Miguel.
These big celebrations will be headed by City Councilor Marlene Young. Young will be assisted by Schools Division Superintendent Cherry Mae Limbaco as coordinator in the National Flag Day Celebration, City General Services Officer Raymundo Clavano as coordinator for Philippine Independence Day Celebration and City Tourism Officer Agnes Clerigo-Maingat as coordinator of Adlaw sa Iligan Celebration.
All sports events in the triple day celebration will be under City Sports Director Bernard Palafox.
The Diyandi Festival Management Board is composed of City Councilor Frederick Siao for Sports Events, Raymundo Clavano for Finance, Louela Maybituin for Trade Fair And Exhibits, Carnaval, Parlor Games and Amusements and Taboan sa Iligan, Rev. Iligan chief directs department heads to design a system to resolve barangay problems
ILIGAN CITY, Lanao del Norte -- Mayor Lawrence Ll. Cruz directed department heads to devise a system that will implement quick response to resolve the problems of barangays.
The mayor cited fast action or solution to problems particularly on filling materials, bad roads, drainage, infrastructure projects and maintenance works.
Mayor Cruz said solutions to the barangay problems will not always be immediate if we rely solely in the work schedule of the City Engineer’s Office.
The mayor designated City Engineer Franklin Maata, Acting Economic Enterprise Manager Orlando Maglinao, Waterworks Manager Christine Orbe and Planning Officer Gil Balondo to work on a system.
Mayor Cruz directed the officials concerned to present the program they designed in the next department heads meeting on Feb. 14. (CIO)
SP ratifies 20% city development fund for 2011
The Sangguniang Panlungsod ratified the P158.763 million for the 20% Development Fund of the city for 2011.
This appropriation was under SP deliberation after it was endorsed by the City Development Council and approved in the CDC Full Council Meeting, Jan. 27.
The appropriation include P9.763 million for General Public Services, P23 million for Social Services and P126 million for Economic Services.
Under the General Public Services are revenue enhancement, e-governance, human resource management and others.
On economic services are road development projects, livelihood assistance, tourism development programs, agricultural, pollution control, barangay development projects and other infrastructure projects. (CIO)

Tubod, Lanao del Norte, Feb. 9 -- Lanao del Norte’s fighter Renaeu Teodosio scored seven points which paved his way to capture the gold medal in Boxing Pin Weight division.
He was followed by Jess Rey Waminal of Bukidnon for the silver medal. Kenepee Mantos of Ozamiz City division and Arjie Moraca of Valencia garnered the bronze medals.
In the Boxing Fly weight division , Bukidnon’s fighter Ronie Sarbalion captured the gold medal .
He was followed by Barde Mejares of Gingoog City. Melvin Rom of Lanao del Norte and Jason Neri of Malaybalay City capped the bronze medals

Camiguin readies health emergency response team

CAMIGUIN, Feb. 09 (PIA) – Prone to hazards and potential emergencies, the island province of Camiguin has also reinforced its public health emergency management system.
As early as January, key team from the municipal level has already undergone the triage training conducted by the Basic Life Support (BLS) trainers from the Provincial Health Office (PHO) and Camiguin General Hospital (CGH), to aid frontline personnel in identifying between life and death difference of patients in critical conditions.
According to PHO, triage is the management of patients into priority groups depending on their condition and resource available during emergencies.
Public Health Emergency Management System (PHEMS) coordinator, Emiliano Lopoy Jr. said the health sector has to take an active part in disaster prevention, response and rehabilitation efforts.
“The training we recently conducted helps strengthen and maintain health emergency preparedness of our response and recovery team,” Lopoy said.
Some 140 health personnel in the province have already undergone the triage training and they are set to undergo series of drilling exercises soon.
Just recently, the island has experienced flashfloods affecting some 58 families which have to be evacuated to the nearest public schools.
Food, medicine and clothing were provided to the victims while the local government also works to clear impassable roads from debris, soil or sand that clogs up some parts of the road and bridges. (Jorie C. Valcorza/PIA 10)
Provincial Health Officer retires with sterling record
Tubod, Lanao del Norte, Feb. 09 -- February 9, 2011 is the last day of service of Dr. Gavina de Veyra Galbines as she retires from her position as the Provincial Health Officer.
Dr. Galbines started her public service career in the provincial government on May 8, 1978 as a Rural Physician assigned in Kapatagan Provincial Hospital .
In 1984, as a scholar of the U.P. Institute of Public Health in Manila City , Dr. Galbines took up her master’s degree in Public Health. She was then promoted to Medical Specialist III in the province three years after finishing her masteral studies. She later became an Assistant Provincial Health Officer on Jan. 1, 1988 and finally got promoted as Provincial Health Officer on April 2, 1993, a position she held up to the present.
On her retirement program held at MCC Hotel, Tubod, this province, Feb. 8, Dr. Galbines shed tears of joy after delivering her farewell words and reminiscing the happy memories she has of her colorful and unblemished service to the people of Lanao del Norte.
“I am happy for her that she will now be spending time with her family, though I am saddened that one of our standout department heads will be leaving our organization. I consider her as one of our greatest asset in the Provincial Government. She is an excellent team player and possesses a motherly touch especially when dealing with her patients”, Provincial Administrator Joselito Quibranza said.

MUST’s phenomenal rise amazes CHED commissioners
Cagayan de Oro, Misamis Oriental, Feb. 10 -- The barely two-year old Mindanao University of Science and Technology amazed Commission on Higher Education (CHED) commissioners gracing the opening of its MUST Days 2011 celebrated Feb. 9-12 this year.
In her privilege speech, Commissioner for Mindanao and incoming chair for MUST’s Board of Regents Hadja Luningning Misuarez-Umartraced the history of the young university and expressed awe in its phenomenal rise vis-à-vis the higher education system perpetrating in the country.
She attributed MUST’s success to the able leadership of outgoing BOR chair William C. Medrano and Dr. Ricardo E. Rotoras, incumbent president of the University. Not missed in her acknowledgment of contributions were the efforts of other BOR members and the University’s administration, faculty, staff and students in making the university reach another milestone.
Among the achievements she emphasized were the 100% passing performance of its mechanical engineering in licensure examinations, and the top 10 performers of its electronics and communication engineering, and electrical engineering.
Medrano, on the other hand, said that in a span of only one year, the University has done greatly. An SUC IV, the highest recognition accorded to a state university or college, it manifested quality education through its strong staff and student development programs, high employability of its graduates, infrastructure development, innovations and research outputs, among others.
Truly, he said, the University has contributed new knowledge and technology for the poor. Its cooperation, unity, stability, hard work and teamwork embedded in its university culture made its significant contributions possible.
After the motorcade from Cagayan de Oro’s Divisoria at 7:00 a.m. of Feb. 9, the University community had its thanksgiving rites and opening ceremonies in the grounds of its newest building, the five-storey science complex.

35th IB initiates peace building activity
Camp Allere, Salvador, Lanao del Norte -- True to its mandate as protector of peace and the people, the 35thInfantry (MAKAMANDAG) Battalion, 1st Infantry (TABAK) Division, Philippine Army successfully organized and held a candle lighting activity dubbed as ‘Ilaw para sa Kapayapaan’ here on Feb. 8, 2011.
Peace advocates coming from the local government units, religious sectors, non-government organizations and the Philippine National Police attended the event at Camp Allere , in the interior town of Salvador , this province.
The lighting of the symbolic candle was led by Sultan Jhonny Tawantawan of Salvador and Lt. Col. Ferdinand S Razalan, 35IB Commanding Officer.
An inter-faith prayer was then offered by Imam Khalid Sendad, Grand Imam of Salvador and Fr. Aureo Patian, Salvador Parish Priest.
"The candle when lit by people of goodwill serves the good that is in us all, it does not detonate when ignited, rather, it illuminates our surrounding and reposed our uncertainties in the darkness," Lt. Col. Razalan said during his speech.
The peace building activity was a simultaneous activity conducted in different regions and in all major army camps all over the country. This is also part of the peace advocacy initiated by the civil society groups and non-government organizations and other government agencies which was approved by the Office of the Presidential Adviser on the Peace Process (OPAPP).
The candle lighting activity’s core program was held at the Quezon City Memorial Circle where a simple ceremony highlighted by an interfaith prayer, ringing of the Peace Bell and flying of wish lanterns took place.
Attended by President Benigno Aquino III, this simultaneous event has illustrated the desire and longing of the Filipino people to end the insurgency that the country has been experiencing for several decades.
With the triumphant conduct of the ‘Ilaw para sa Kapayapaan’ here in Lanao del Norte, it clearly manifested that the local government units and constituents of the province are strong allies of 35th IB in its endeavor to maintain the peace and security in the land of beauty and bounty. (35IB PA)

Sa nasayran gikan ni Konsehal Dalisay kinsa mao’y Chairman sa Committee on Police, Public Safety & Order sa konseho, aduna na’y pasi-unang gahin ang pamuno-dakbayan alang niini nga mokabat ngadto sa 500 mil pesos sa pagkakaron.

Gitinguha ni City Councilor Providencio “Bong” Abragan, Jr. nga awhagan ang rehiyonal nga buhatan sa Land Transporation Franchising and Regulatory Board(LTFRB) nga ma-isyuhan bag-ong taripa ang mga pampasaherong sakyanan sa gipatuman karong pletehan.
Gihikay na karon sa Chairman sa Committee on Laws, Transportation and Traffic Management ang pagduso og resolusyon sa mosunod nga sesyon sa konseho alang niini.
