Mindanao Looming Power Crisis Until June 2010

Iligan City –City Councilor Atty Moises Dalisay, Jr (Chairman on the Committee of Energy) asked NGCP (National Grid Corporation of the Philippines) personnel about the intermittent brownouts experienced by the city constituents, is quite alarming adverse power distribution failure told only for rotation bases. Considering the 90 period for the Poll Automation to come, machines operated depending on electricity. Why you don’t let the people knew that we have coming brown outs so that we will be aware of. Bring this all to the media men so that we will know of this intermittent- severe brownouts in the city. . If May 2010 have this scenario, we better go back to the manual were people need not any education of how to vote. Dalisay stressed.
Comes speculation on the failure of election as are now experiencing brown-outs! The Comelec are doing their rotation to every barangays for the poll automation educational drive. Poll Automation education to the barangays has just started this February. That campaign will also be hindered and people keep on blaming as Comelec have done these six months ago. Comelec with lacking personnel brought few machines to barangays here in Iligan to illustrate some electorates to help understands what and how it would be used. In such condition people are crowding in one machine. Unknowingly because of over-crowd classes and brown outs none will be able to know how the machine could be operated.
Mr Eugene H. Bicar, (NGCP Systems Operations Head) told the Chairman about the situation on Power Distribution: NGCP said that they are still doing the shedding --it would be approved next week with the technical aspect. The absence of the draft with the approval of PSALM (Power Sector Assets & Liabilities Management Corporation) NGCP will do the dissemination as soon the matrix is received. Hopefully on February 15, may have the situation be improved and a daily report to be updated. NGCP announced that they will have a meeting on February 17, 2010 at 10a.m to 3p.m Elena Tower Inn, in Iligan City as soon as the matrix is received.
ILPI’ Becomes Buffer to NGCP’s Irresponsibility
Years ago, National Power Corporation (NPC) had the graphic water levelling published in the newspaper. That page was very informative for the constituents.
People blame ILPI, (Iligan Light & Power Inc.). They become the targets of consumers’ complaints of the brownouts. ILPI becomes the buffer of NGCP by not informing the public. People murmur against them with disgust especially that the circulation of ILPI’s Satisfactory Performance Survey Form to their customers was circulated earlier, while the information that there are brownouts to the public done later.
“It happened that ILPI becomes buffer to this situation pertaining to our responsibility to let the people know, definite and specific. Basically, how our network will be subdivided depends on the feedback from NGCP,” ILPI Manager Ralph Casino said.
NGCP, however, denied the accusations of their irresponsibility to inform the public. “We inform the public through text brigade that there are brownouts. We have texted DXIC (a local radio station in the city) through the program of Mr. Alsonado. In fact, just yesterday, I am thanking Mr. Alsonado for airing it,” said Ms Elizabeth Ladaga, NGCP PIO. “We have texted Ms. Divina Suson (a reporter of DXIC), and we have let it air to ABS-CBN last week,” Ladaga insisted.
Text brigade is not a legible proof that media would refer to in informing the public. In fact, a letter is not a source of a correct, if not an honest, information when it is unsigned. The consumers should be informed in all kinds of medium—radio, TV, newspapers—but not through texts. Not all people would listen to only one radio station and not all people are watching television especially TV’s regional news. Facebook network is much active than these media of communication, not even viewing Wowowee.
Watching television once is not enough information to disseminate that there are brownouts because the why, the when, and the like should also explained.
City Councilor Moises Dalisay further explained that if you’re not invited here in SP for a public hearing regarding this intermittent brownouts you will not have this discussion? And unfortunately we have two media people here--one from a newspaper and the other from a website. Why not informing them correctly so that we will know what is the real cause of this. Is there a shortage to power supply? Or, is it pertinent to a certain daily scam as do we need hydroelectric plant to shutdown? Or, do we lack diesel supply?
El Nino Advisory
The main reason of the brownouts is that water level in Lake Lanao as our source of hydroelectricity is in the brink of its critical condition for its reading is 699.3/699.2. The red alert state of the El Nino advisory level is 699 to 500. This is equal to No. 6, a heightened red alert, explains Eng’r. Jerese Irese Lagapa of NPC.

As seen in the picture above, its generation has reduced at least fifty percent of their total capacity because of the onset of the dry spell. Generating capacity is anticipated insufficient because Agus 5 has two units (Unit 1, the Mindanao Coal Fired Power Plant and Unit 2, the Iligan Diesel Power Plant), and also the Western Mindanao Power Corporation in Zamboanga City decreases its output from 90 to 80 megawatts from February 9. Yet, the matrix is still unavailable.
NGCP informed that starting February 3, they requested distributors to start additional load-shedding at 10am instead of at only past 5pm. Every power distributor has their assigned load allocation to maintain for each time bracket under NGCP’s curtailment plan. NGCP closely monitors the load of each distributor through the SCADA equipment of area Control Centers located in Zamboanga, Cagayan de Oro, Butuan, Davao and General Santos cities.
The cooperation of the distributors is vital to NGCP’s efforts in maintaining the balance of the Mindanao power grid in times of red alert as everybody is now facing El Nino. The grid operator is bound by provisions of the Philippine Grid Code.
One Mindanao grid distributed to all parts in Mindanao. Iligan City is the source of the hydras. When Dalisay requested NGCP for a copy of the power point presentation that explains the figures and levelling and all their reasons, NGCP refused to give him a copy but he was told that NGCP would translate it because the figures are negative. He was promised, however, that they would deliver the medium door-to-door after they have made it.
